STC to reduce Vs1?

I'm reading through the MOSAIC NPRM and (not being well versed in FAA Legalese, I find myself reading and rereading sections.

One of the things I am not finding that I know was discussed was STCs for planes into sport pilot eligiblity (similar to the 6 seat STC for Cherokee 6s), am I just missing it or is it not in MOSAIC?
