To All RAF Supporters In Montana: Action Is Needed At Once

Background: On Feb. 1st the Senate Judiciary Committee held a hearing on SB 0318, the bill to amend Montana’s recreational use statute to include aviation as a recreational use on private lands while limiting the liability of the landowner. On a cold and snowy day in Helena at 8:00 AM there were sixteen pilots who testified in support of the legislation. The only opposition came from a representative of the Montana Trial Lawyers Association.

The committee subsequently passed the bill by a vote of 7 to 5, not as good as we had hoped. The bill will now go to the Senate floor this coming week, where it is open to amendments prior to a vote.

Action: The RAF needs your prompt action. Contact both your legislators now to voice your support for SB 0318.

Why both your Senator and Representative?
All legislators are being lobbied 24/7 by a host of paid lobbyists. The RAF cannot officially lobby, so our support for the bill is an ongoing effort by supporters like you that contact legislators on an individual basis.

If you do not know who your legislators are:

1) If you have a current voter registration card, that will tell you your House and Senate districts. Go to the legislative web site at: www.leg.mt.gov and you can determine who they are as follows: on the upper left corner of the home page put your mouse on either “Senate” or “House” and click on “legislative district map”, then click on your district number.
2) If you do not have a current voter registration card, phone your county elections office and they can help you out.

Contacting your legislators:
1) You can telephone the legislative message desk at: 406-444-4800. Give them your message and the legislator will get it. This is the easiest method of contacting your legislators.

3) You can send them an email. Once again, go to the legislature home page. In the upper left corner put your mouse on either “Senate or “House” and click on “members”. Then select the individuals you want.

Time is short. There may well be a vote in the Senate floor by mid-week.
Supporters of the RAF have a very special interest in this legislation. As you know, one of the missions of the RAF is to acquire property either with an existing airstrip or to build one on the property, then making the airstrips open to the public without charge. The Ryan property at West Glacier is a prime example. The Foundation, as a Montana corporation, would be considered a private owner and receive the needed limited liability protection as provided under SB 318.
You have invested in the RAF with the expectation that the RAF will be able to function as we all intend it to do. This legislation is an important effort. Your help is needed now!

What’s next? Following passage in the Senate, the Bill goes to the House Judiciary Committee and we start the process all over again. Your RAF leadership will keep you informed in regard to the date and time of the House Judiciary Committee hearing on the bill.
