Usually 4-8 weeks. Essentially when the main office officially processes the issuance and your new card they update the DB. Not sure why they don't update it when IACRA updates but they don't.
 
Yeah, the (illegal) database updates occur late in the processing chain, not long before the new certificate is printed and mailed. That's not where the processing delay is. It will only give you a couple of days of heads up prior to your receiving your new certificate.
