I am not seeing the difference between the intersecting runway sign and the entrance to runway from taxiway sign...can somebody explain?

I believe this type of sign is used interchangeably at taxiway/runway intersections and runway/runway intersections.
 
Well other than if you see 15-33 you know you are at an intersection where if you only saw 15 OR 33 you would know you are at the entrance to the approach end of the runway.

Correct -- the absence of the reciprocal number tells you that you are at the approach end, and the presence of both numbers tells you that you crossing somewhere between the two ends.
