The runway is 5,000' long, but the runway 20 threshold is displaced by 590', leaving 4,410' LDA. The PAPI are located about 800' past the runway 20 threshold. There is a NOTAM for runway 20 PAPI U/S created today, but is not active until early tomorrow morning through tomorrow afternoon. (!MGY 06/009 MGY RWY 20 PAPI U/S 2506271230-2506272100). No other pertinent NOTAMs active at the time.

Runway elevation is 957' - density altitude at the time would have been about 2600'.

It also seems at the time the Citation made the initial right turn to enter a left downwind for runway 2, there was a Saratoga over the numbers on runway 20. The Saratoga did not seem to take off again and the Citation's initial approach to runway 2 and subsequent circle to runway 20 didn't seem to involve any other airborne traffic, at least none that registered on ADS-B.

Listening to LiveATC, the audio isn't completely intelligible, but it seems there was at least one helicopter in the pattern - two voices came on the radio, a male and female, from that helicopter, so likely a dual flight. The helicopter was making calls (female voice) after the Citation first announced intentions. The Citation made a call "turning final, runway 2." Not sure the recording got the full transmissions, but it sounded like the helicopter spoke up sometime in the next 10-20 seconds and the CItation said "something to the effect of "affirmative, we didn't hear anybody else in the pattern." It sounded like the helicopter (now a male voice) replied, "I just called three times, number one, two-zero." The Citation replied "Alright, we'll enter a downwind for two-zero." The next 30 seconds were some back and forth position reports from the helicopter.

As the Citation was on final for runway 20, they talked back and forth with the helicopter, who was in the process of clearing the runway on a right crosswind. It all seemed to be fairly normal back and forth, even some clearing of the air. No further transmissions seemed to come from the Citation.

The googles tell me a Citation X lands at 125. A 5 kt tailwind + 25 kts fast over the threshold was the factor?

Not sure about the presence of a tailwind. The wind was missing from the 1353z report, it was 220@5 on the 1453z report. Other traffic was using runway 20 (hence the breakout and change by the Citation).
