A 99$ scanner from radio shack can do this.

I got one like this. You can program in the local frequencies and scan them all. It also does weather, fire, police, and other channels if you find that interesting:

The original poster remarked about possibly spending $35.00 for this capability. I purchased an older aircraft handheld for only $10.00 more on ebay. It is only useful if you are within range of aircraft and or ground locations. If a person is, in fact, interested in the exchange between aircraft and tower or ATC personnel this may be a choice. There is some inventory of this equipment available as well as some newer units(still used) at higher prices of course.
