Wow, check out what the fins do about 10 seconds into the video.
There are some serious aerodynamic forces going on there.

fascinating, could have passed through its flutter range, been due to the rotation, passing speed of sound perhaps, or a combination.
 
Way cool. Guess it was recording and recovered, I cannot imagine they were able to do a transmitter / receiver for that, right?

From what I undertsand it's a Wifi cam. It was transmitting in real time to a PC on the ground. Range is not so much of an issue when you have a clear line of sight.

That is what you call flutter. Prevention of that is what properly balancing control surfaces is about. Preventing it in the wing and stabs is what Vne is about.
 
Holy Cow! Those aren't the Estes rockets I used to launch as a kid!. I wonder how high that one got!
