Question on late 50's 172s What's your empty CG?

Looking at partnering on a 57 and the weight and balance (I may not be looking at the most current) shows empty CG at 36.9. I know these planes have a more forward CG but this seems nearly impossible. I would expect something closer to 39 or a little higher like I have seen on some Cessna 170 weight and balance calculators. At 36.9 two FAA 170 pounders in the front seats with full fuel are not in CG. With my fat butt I am going to need some ballast in the baggage compartment or a passenger in the back seat for most flights.

Oh and any ideas for safe ballast?

MIght have it re-weighed just to be careful and accurate. I can't remember what my old '57 came in at, but I think that sounds a bit forward.
