What format is preferred?

Cessna 2345X is the Seattle 130 @ 15.

or

Cessna 2345X is 15 miles southeast of the Seattle VOR.
 
Past controller but,
Cessna 2345X, 15 miles southeast Seattle VOR, request (if it's your first call up)

If you want, Cessna 2345X, Seattle 130 radial @ 15
 
130 @ 15 sounds like wind.

I like "130 - 15 DME" or better SEA 130 - 15 DME.

Here at Toronto there are two VORs YYZ and YTP Obviously the 130/15 point is different for each. If someone told me they were on the "Toronto 130 at 15 DME I'd confirm the VOR. In a non-radar environment it's important to be precise. That said, we have pretty good radar coverage and don't get that many radial/DME position reports these days.

But only one of them is "Toronto" VOR, so if the persan says they're on the "Toronto 130 at 15 DME" what's left to confirm?
