question about special issuance

Hey I was just wondering, if someone were to be deferred for a special issuance for 3rd class and it ends up being denied, if at some point in the future, their condition improved enough to become CACI certified, would an AME be able to automatically issue or would it still need to actually go through some kind of full appeals or deferral bureaucratic process regardless?
 
it is possible ... but the condition would dictate the FAA and AME action.
