Michael Huerta, the President's nominee to be FAA deputy administrator, is a former executive of Affiliated Computer Services, where he headed the group that develops toll-collection technologies for transportation agencies. errr, I'm pretty close with a number of people at ACS; I don't believe they had a "group that develops toll-collection technologies" (e.g. EZPass et al), but they in fact had the revenue management business for EZPass, e.g. they made sure the EZPass consortium members got paid what they were owed by road users.

While it doesn't scream "user fees!" (it screams "Private sector performance with public sector transportation knowledge"), it isn't exactly promising, either.
