Proper URL for getting the GAIRS report for your ADS-B rebate

    I just learned something that I thought I'd pass on to save a headache for anyone else who might make the same mistake.

    We just had a GTX 345 installed in our Grumman, and as soon as I picked it up from the shop yesterday I took it for the required validation flight. I ran through the required maneuvers, and when I got home I requested the ADS-B flight report to get the incentive code for the rebate. I got the report in just a few minutes, and it was all clear. There were no failures or any red marks of any kind - but there was no incentive code.

    After scratching my head for a while, I realized the email had only one attachment - the Public ADS-B Performance Report ("PAPR"), but no GA Incentive Requirements Status Report ("GAIRS") attachment. After a bit more head scratching, I finally figured out what had happened. A while back when I was researching the rebate program I had bookmarked the various web pages related to the process. What I didn't realize was that there is more than one URL to reach the PAPR page. You must use the link on the rebate page if you want the to get your incentive code! I had instead bookmarked the one for generating normal PAPR reports, so that's all I got. After I resubmitted using the correct URL, I got an email with both attachments, including the GAIRS report with the incentive code.

    If you click the link on step 4 ("Fly and Validate") on the "General Aviation ADS-B Rebate Program" web page (which I'm sure most folks smarter than me have done) you'll get to the correct page for the rebate. For reference, that URL is https://adsbrebate.faa.gov/PAPRRequest.aspx -- or just follow the steps on the rebate program page, which is what I should have done.

    If you instead click the link in the "ADS-B Out Equipped?" box on the "Equip ADS-B" page, you'll get a PAPR report but no GAIRS report. For reference, that URL is https://adsbperformance.faa.gov/PAPRRequest.aspx. You can use that link any time to get an ADS-B performance report, but it won't include the rebate incentive code.

    The frustrating thing is that both request pages are nearly identical. The one for the rebate does have a big box at the top that says "Fly and Validate", but the other page gives no clue that it isn't the correct page if you're trying to get the rebate.

    Hopefully this will save someone a headache. If you've been trying to get through the process and have received the PAPR but no incentive code, make sure you used the correct link.

    Thanks for your explanation of the two URL sites and the need to be on the right one for securing the PAPRR & GAIRS reports on the ADS-B Rebate program. Like Dick Schwartz above I was beginning to pull out my hair when thanks to you I discovered I was not on the Rebate Site. When I went there it all worked as promised.

    YES! YES! YES! YES! I scoured the FAA sites searching for 'GAIRS' info, however because their em to me only had one report (the public) I expected there was some 2nd secret way I was supposed to request the GAIRS! I am so grateful you wrote here and the process worked. Check is in the mail.

    I feel like an idiot. Flew the proving flight today. Ran circles around KMWH at 10,500 ft. Went to step 4, and to your listed URL. Both took me to Fly and validate. I get me performance report but never the GAIRS report. I can fly jets all over the world but can't figger out this FAA page!!!

    I am having no success getting a GAIRS report even though I am on the correct rebate site for getting my PAPR (https://adsbrebate.faa.gov/PAPRRequest.aspx). I have tried it several times and get back the PAPR from a site other than the rebate site. I just don't know what is going on. I have written to the FAA and am awaiting their response.

    Thanks. I hope to be sniffing around for the $500 rebate towards the end of June. Hopefully those Federal printing presses don’t run out of ink before then, or the Chinese out of loan money.

    I had the same problem. Thanks so much for calling my attention to the link from the rebate page. Make sure you have the "Fly & Validate #4" banner on top. I ran this report several occasions before stumbling upon this thread and learning all I was doing wrong was accessing the page from the wrong place. Now I have the GAIRS code. Rebate submitted!

    I finally did circles inside the class Charlie and passed the test. Went to the correct URL and submitted successfully. All seemed good until I received email saying they want to see my receipt for the equipment before they pay the $500. I notice the rebate FAQ page mentions they might ask for this. I guess they think I stole the equipment I used for the validation flight lol

    They want to be sure the equipment is new. Rebate is not available on used units.

    I don’t know. There doesn’t seem to be much used ADSB stuff on the market. Either way I can either submit a receipt or a copy of the 337. The 337 wouldn’t provide any determination as to whether the equipment installed is new or used.

    I got this email too right away and snapped a pic on my phone of the invoice that came in the box and got a reply that all was good and the rebate was on its way in under an hour. Painless.

    So typical for lack of information and clarity. I talked to two Class C controllers by phone and both said they hadn't been given any guidelines on what exact maneuvers, if any, were required for a qualifying flight. So I talked to a guy at AOPA and he had useful information based on members' success and failures. So then I fly for almost an hour (AOPA strongly suggests 45 minutes and not 30) and get online to complete the process. Like you, I clicked a link on the wrong page and got the Performance Report but not the Incentive Status report. By now it's been a long day and I was spitting nails because obviously something was wrong. But by Googling some questions I found your post and using your instructions, got what I needed to file for a rebate. I can't thank you enough. I would have stewed for half the night waiting till morning when I could call the FAA.
