Proper Learning Environment?

Fly both. My lessons were based at a non-controlled, but I would fly t & g's at a class D. Good to full stop at the controlled as well to get used to talking to grnd. I fly in So Cal, so finding another airport close by is rrreally easy. :D
 
Now this is just out of curiosity but do you think that it would be better to learn to fly at a towered or non-towered airport?

Also what does it mean if a CFI is off the hook?
