Only if the same engine and prop serial numbers are still installed or there was other airframe damage (e.g. A nosegear collapse or gear up landing) that had to be repaired.

That, also if the engine was inspected/fixed as needed and has some hours on since, it may still be history, but it's irrelevant and might not get you a discount.
 
Not if you're a DPE and it occurred in an off airport landing into 7 feet of saltwater AFTER having a new rebuild put in 12 hours earlier (just joking, this is the history on one of the Tigers I looked at years ago)
 
We had a prop strike in our 2011 DA4-XLS when the plane hit a yellow cone. The engine was sent back to Lycoming who tore it down and gave it a clean bill of health along with new seals, bearings re-honed cylinders and magnetos. The prop went back to Hartzell who gave us new blades with new serial numbers for each blade but not a new serial number for the entire propellor. In the end since there was no airframe damage the plane was not categorized as having damage history. In fact the new propellor blades and partially re-built engine at the factory ended up being a positive on the subsequent sale of the plane.
