Dude, totally possible for launch, but I think a backpack fan chute would be better suited for boat use.

i dunno, i've bought a lot of real sailplanes for not very much money. What do you define as "expensive". I'm pretty sure those foot launch rigid wing high performance hang gliders are 50K+ I got way more performance than that for half of 16K last year, but I can't foot launch off the top of a hill.
 
Looks like they are 80 grand before options, that was an expensive loop.

They do if they get stupid.
I haven't checked recently, but that particular aircraft was (originally) placarded for "No Aerobatics".
