PR Relief Flight Information needed

I have been asked by a local church if I would fly relief supplies to PR and carry folks out. They are thinking small solar panels with batteries & ability to run a bulb all night. This is an issueI I would welcome any useful assistance with. I have read the other thread about routing.

I have a PA-32R300, 6 hours fuel, 153 TAS, can carry myself +4 avg people with ZERO luggage. I am located in St. Louis, Missouri (KSUS). I have a customs sticker and insurance for the flight and am a well qualified experienced instrument rated pilot with over water flight time in the past year; Cuba

1.) How do find definitive up to date information about the needs in the area that a GA flight could positively address?

Just musing that staging out of the Dominican Republic might make sense. The DR has been GA friendly in the past and has benefited from GA relief flights. Customs would be a problem for moving goods. Moving people should be easy other than paying the exit tax for every trip to PR.
