This is a 1938 Cub. Out of curiosity, what is this thing between the landing gear struts? A generator? A siren? An input to an airspeed indicator?

I'm sure I'll feel stupid.

All kidding aside, just wanna know...

Can a cub go fast enough to make them spin w/o going into a 2000 fpm dive?

It is a dive bombing siren as found on the Ju-87 Stuka. Used for terrorizing defenseless countries during pumpkin drops.
 
Just kidding. It is actually a micro-turbine engine.
