That is what I was asking in the other thread. Without a certificate of any sort just how does the FAA hold someone accountable for a 91.13(b) reckless operation other than in the air?

I am sure he will face some repercussions from the insurance company, airplane owner and maybe the school as will whoever was supervising the event.
