PHOENIX - A hostage situation in a central Phoenix high-rise ended peacefully Thursday night when the gunman surrendered and his captives were released, a police spokesman said.

The roughly seven-hour ordeal was resolved after police met three demands from the gunman, police said. The gunman, identified as George L. Curran, 42, of Chandler, had asked to see his wife and requested a civil rights attorney and for the FBI to be present before giving himself up.

Police said Curran came out holding a gun to a female hostage's head and surrendered after seeing his wife and sister.
"When he saw his wife and sister and had a brief conversation with them, he immediately made the move to surrender," said Sgt. Andy Hill.

The nine hostages — including two women who were freed before the surrender — were unharmed, police said. The hostages — five men and four women — included four federal employees: a court reporter, a judge, an attorney and a secretary.
Curran was in FBI custody early Friday.
Police said Curran pulled a gun during a legal proceeding and took as many as nine people hostage inside a hearing room in a National Labor Relations Board office on the building's 18th floor. He was armed with a semiautomatic pistol, a revolver and a knife, Hill said.

Hill said Curran was upset about a federal employment issue concerning his wife but that the hearing he disrupted "had nothing to do with the family situation he was upset about."
"I feel sorry for George. He's a troubled person. He seemed to have some psychological problems," said Jeff Berman, one of the hostages.
