Oxymoron in the Hamptons

I found a "contradiction" on my sectional today.

Get out your iPads and look at Long Islands KHTO (East Hampton).

Can you pick out the oxymoron?



spoiler below...look at your current sectional first then read on...




Notice KHTO is the primary (and only) airport inside airspace designated at Class D. The sectional and A/FD only has a CTAF listed and no CT info. There is also no NOTAM to explain this.

Now, I know the "reason" the FAA did this, but what I don't understand is why the airport is not depicted as blue with the CT frequency listed. After all, that would be consistent with any Class D primary airport where the control tower is part-time. Granted, this kind of part-time is a bit rare...AFAIK.
 
There is a note on the sectional which reads "Class D effective by NOTAM"

Dang...don't know how I missed that. I really, really looked all over the chart too. :confused:
 
When the temp tower is active ,you have to pay a landing fee.
 
Last time I was there was last spring. No tower, was charged $25 ramp fee plus $7 and change fuel.
Lots of JetRangers, even in the off season.
