In the F-4, we had an on-speed tone like that at 19.2 units AoA, which was normal approach AoA and also, IIRC, best turn AoA. Stall was rather more -- 26 units, IIRC. Can't say for sure whether it was "on-speed" or stall warning in what they were flying in the video, but it was clearly AoA-driven.
