Ocala FL, fatal crash on city street

Wow. Described as "teetering" followed by a dive by a witness, who took propeller damage to her car.
 
Teetering makes me think of an impending stall scenario - you think?
Yep. I've read that description ("wallowing", "wobbling", etc.) on too many eye-witness accounts.
 
Trying to make sense of the dialogue as quoted in the article (ATC's):

"We need to return to the field, sir," the pilot told an air traffic controller in a transmission.
"Make a turn and head back to the east, outside of the delta, please, for possible emergency, please," the air traffic controller said. "Exit the aircraft if you can. Exit the aircraft if you can."

I don't understand 'outside of the delta(airspace)'.
 
I think that was referring to the other aircraft in the airspace. He was trying to clear the Delta for the aircraft with the emergency. From the crash site to the airport is less than 2 miles.
