NTSB "Factual" Reports

I've been following the NTSB reporting of an accident that happened Kirksville, MO in November 2013, because I knew the pilot. The NTSB Preliminary report was issued 9 days after the fatal accident on 11/14/13, but the Factual report has never been issued. We're going on almost 2 years since the accident.

Is it uncommon for a final report to take so long? Are there cases where they never issue a final report?

I've been following one that happened around Easter 2013 and it still has only the preliminary. Not sure what the delay is about other than the fact that it was a weird one where a plane in cruise and with great weather just hit the dirt with one guy on board. Mystery.
