NTSB Accident Reports

Does the NTSB eventually publish a probable cause for every accident? I see some accidents from a year or two ago that only have Preliminary data. I wasn't sure if these accidents were in a backlog to get worked or if some accidents are never investigated enough to determine a probable cause?

It can take several years before a final report is published.

Occasionally they will decide the probable cause is "unknown", but not often, and if they do, they will publish it as such -- eventually, even if it takes a couple of years to decide.
