can someone tell me what this is? Has anyone seen it before?

Sounds like a military exercise with the airspace they'd be using defined as 7000' msl to FL230 w/effective dates and time. Somewhere in Wisconsin?
 
It's in Kansas city's airspace, at least that's where I retrieved the NOTAM from. Does that become like a MOA then? I'm not sure what it means by reservation.

Yeah like a MOA, or even like a restricted area I guess depending what they're doing. Maybe like a TFR.
