So, here is a NOTAM regarding the ILS or LOC RWY 28 AGC approach:

ILS OR LOC RWY 28, AMDT 29B...
S-LOC 28: NA EXCEPT FOR AIRCRAFT EQUIPPED WITH SUITABLE RNAV SYSTEM
WITH GPS.
MISSED APPROACH: CLIMB TO 3000 ON HEADING 280.90 FOR RADAR VECTORS
(RADAR REQUIRED),
AGC VOR OUT OF SERVICE. 1612010214-1707130214EST
My question is this: do they really expect me to fly the missed with the accuracy necessary to fly a fraction of a degree? Can anyone really fly 280.90 degrees? I don't think I can, and I'd prefer not to die trying.

So, as I read this, I am to hold south west of HYETO, make right turns, heading 057.17 inbounds. How do you do that without GPS? If so, why don't they say GPS required? Why didn't they just use the published hold?

Procedures design is to the nearest hundredth of a degree. Chart makers are asute enough to round to the nearest whole degree. Procedures designers (who issue such NOTAMs) have a bit more tunnel vision.
