How would they tell this NK drone from some South Korean flying his private drone? I used to fly my RC airplanes in Iraq and Afghanistan. No one shot them down.

At least in Iraq and Afghanistan the locals are too busy killing each other to bother with your RCs. Don't have that excuse in SK.
