The FAA exemption – announced in a letter dated Sept. 17 – does not give the NFL permission to film actual games with drones, however. Instead, the permission only covers closed-set locations around empty stadiums and practice facilities.

Their drone exemption doesn't include flights during games due to the hazard to spectators if they crash. Note that IAW the stadium TFR, "flights conducted for operational purposes of any event, stadium or venue and broadcast coverage for the broadcast rights holder are authorized with an approved airspace waiver."
