I wonder what would happen if:
you evacuated an inner tube and assembled the tire wheel and then filled with a can of foam. Ya know the stuff that you fill cracks with, it comes in a pressurized can.
That particular kind of foam will deteriorate quickly. There are other foams which will work.

Pattern Altitude
Foam filled tires have been available for earthbound equipment for a long time. Mainly used on farm and construction equipment. Don't see to many puncture hazards on runways. Could use it in the front tractor tire I had fixed yesterday. Lots of thorn punctures.
