New or Overhauled Cylinder

I recently had a discussion with another pilot who said his Archer's cylinders were brand new. But I saw the blue (or Green) paint on top of the cylinders and wasn't sure what that means. I have heard that the paint means the cylinder has been overhauled. But still am not sure and didn't want to insist on something wrong.
Could anyone clarify this please? Also, does the color have any particular meaning?
