In an effort to create a more accurate aircraft registration database, the Federal Aviation Administration (FAA) is requiring re-registration of all civil aircraft over the next three years and renewal every three years after that.

Unfortunately, FAA administrator Babbit does not state why this is an "improvement" nor to what end. Is this part of a DHS security measure or something else? And I wonder if there was a NPRM.
The EAA and the Pacific Flyer magazine anticipate having more information by August.
