Cleveland has a bunch of new DPs, and I'm having a little difficulty parsing the instructions.

Using the OBRLN ONE departure, the instructions read:
INITIAL CLIMB: Runways 6L/R, 10 - Climbing left turn to DJB via DJB R-082 to 2600' then via assigned heading to 5000' or assigned altitude.
ROUTING: Vectors to intercept DJB R-245 to BRUNZ, then proceed to OBRLN, then via transition. Expect filed altitude/flight level 10 minutes after departure.

My confusion is this - if I'm departing from 6L, do I get the heading and altitude as part of the clearance, or would I expect to get this info when I reach 2600 (and stay at 2600 until I get them)?

If they do give me a heading and altitude (say 250 and 5000) as part of the clearance or departure instructions before takeoff, then I would take off, make the climbing left turn, intercept the DJB 082 and head towards DJB. I reach 2600 before arriving at DJB. Do I now:
a) turn to heading 250 and climb to 5000?
b) stay at 2600 until reaching DJB, and THEN turn to 250 and climb to 5000?

It's unclear to me whether the "trigger" to turn to the assigned heading and climb to the assigned altitude is reaching 2600 or reaching DJB. From what I know of the airspace, they may want me to stay at 2600 until DJB to keep out of arrival flows.

If I were writing the language, I'd write either:

Climbing left turn to DJB via DJB R-082. Cross DJB at 2600 then turn to assigned heading. Climb and maintain 5000 or assigned altitude.
or
Climbing left turn to DJB via DJB R-082. Upon reaching 2600, turn to assigned heading. Climb and maintain 5000 or assigned altitude.

I like your wording better as well. I would fly your 2nd re-wording:
Climbing left turn to DJB via DJB R-082. Upon reaching 2600, turn to assigned heading. Climb and maintain 5000 or assigned altitude.

I spoke with Peggy, a procedures specialist at KCLE - they expect you to make your turn to your assigned heading and climb to 5000 when you reach 2600. Or, if you haven't reached 2600 by the time you reach Dryer (unlikely), you would turn and climb at that point.

2600 is the altitude for obstacle clearance in that section.

She agreed with me that it was a little confusing.
