I don't fully recall the full scope of details (mainly what each score is and the needed passing score) but the FAA is proposing a new process for hiring ATC's. They will give you scores based on various factors. The ATC CTI program will count differently depending on the level of school you go to. Then comes the civil service exam, an interview, medical, etc. Each having its own score. You would need a certain over all total score to be hired. Once hired they would evaluate you to see where you would best fit in. They then train you in that section. After training they assign you to whatever facility needs you.

In the proposed system the controller basically has no say in the what and where. This is proposed though. My understanding is that the FAA is strongly looking toward this process. So far some ATC students that are graduating this fall are happy about dodging the "new" system whether implemented or not.
