[NA] Video Editing for Windows PCs

For Windows XP or Vista, what's the best "consumer" video editing software package? Firewire port, MiniDV... just looking for something to edit home videos, create streaming web snippets, archive the raw files to DVD, burn DVDs with menus/chapters, etc.

I've have Studio 8 from Pinnacle for a few years, but haven't kept up with the market. What's new? Do they make "Final Cut" for Windows, or is it a Mac-Only program?

Oh, and I'd like something that is 16:9 and HD friendly...

I like Adobe Premiere Elements - which reminds me, it's time to upgrade from 3.0.

Adobe Premiere is awesome software, and if you look in the right places, free. Little to no learning curve, and very useful tutorials included.
