can "plastic" external parts such as bumper facades be repaired, or is it 'replace unless you like ugly'?
 
They can be repaired, at least to some degree.
 
Look at SEM products. they make some decent bumper repair products, etc.
 
I knew a guy that welded plastic motorcycle fairings... not sure what he used. I repaired my kids 97 Camaro front skirt by drilling tiny holes and stitching it together with 0.020 safety wire, then sealing/smoothing it with exterior caulk and rattle can matching the paint. Turned out better than expected and had to be in the right lighting to see it.
 
I bought one of these, cheaper ones can be had, with some practice you can do an acceptable job.

Wow! I always thought those plastic parts had to ne replaced.wonder how well these things work on plastic fenders and door panels, the rigid parts not the flexible bumper covers. Or did nobody but Saturn ever use them?

Other GM makes used them to some degree too. I've got an early '90s Oldsmobile with plastic fenders.

Rather than that plastic welding kit, I'd suggest going to a real auto body supply store and see what they have to offer. Less than a week ago I repaired a cracked snowmobile hood with some of this. https://www.semproducts.com/repair-plastic-repair/dual-mixtm-multi-plastic-repair-material
