So is there any way for a cheap sob to use Libre's version of excel with QB?

Which reports specifically? Not sure if QB always gives the option, but I believe you might be able to export as a .csv file and then open the file with Libre. The formatting will not be kept however, so you will have to do some work to make the report look good again.
