Ground clip for a really cheap welder?
 
The green clip looks like it could fit around a lead-acid battery post.
The other end looks like it could be a remote battery post.

But no, I have no idea.

Got a whole box full of mystery cables in the ham shack closet... all stocked up on that particular brand of crazy, here.
 
I see your bizarre double multipin male, and raise you an unrecognized 12", one-into-six, circular multipin female.
 
My guess would be either a test probe of some sort or a grounding cable for an anti-static kit.

The Green/Yellow color identifies it as an "Earthing Cable" (Google it). I'd guess that the clamp attaches to a ground rod or metallic water pipe, and the other

If you say "earthing cable" you're probably talking about the UK and things are NOT the same there as in the US.

We say ground.

Yup. I am well acquainted with grounding technology as practiced in the US. We use green cable for connection to an earth ground (never seen green/yellow here).
In this, as in many other things, the Brits have their own standards and terminology.
