Mystery NDB Signal

Hey guys, I need some help locating a mystery NDB signal I picked up this morning on my ham radio.

Information I have so Far:

Freq: 352-354 KHz
ID: LI ??

I have included a audio recording. I am rusty on my morse code.

Just a sunday morning curiosity. :D

Yep! It finally dawned on me when I thought about the ID.

I even picked up our local NDB. Which for some reason is NOTAM out of service.

The ND, or any other nav aid can be out of service for use as a navigational aid but still send out a signal.

Unless my understanding of NDBs is wrong, and please correct me if I am. Anytime the antenna is throwing out a signal the ADF will point to it. So would it be notam because it could come and go at anytime?

You have to continually listen to the morse for the exact reason.

Yes the ADF should always point to it. It may be NOTAM'd because the signal is unstable, may not be putting out the appropriate power, frequency may vary a bit, or they may be working on it and could turn it off and on at any time.
