Its a Wika glycerin-filled gauge.
I did not know glycerin could evaporate. No leakage, haven't used in a while but walk past it every day.
Anyway,
-do I need to refill it?
-can I buy glycerin and fill it?
-which glycerin? What 'grade'?
-where/how to fill??

Nope. I refer you to the o. post. But the post had a different topic anyway.
Went looking for buy glycerin for gauges and many gauges are available for less than a bottle of gauge glycerin!
 
You may not see it leaking, but that doesn't mean it isn't. I've got a couple at work that the only way you could ever tell that the fluid was leaking out is by the faint ring on the floor right underneath them. No trace on the gauge and no puddle on the floor.

Anyway, as you're finding out, the best/cheapest method of repair is to just replace them. Or leave them alone if the lack of fluid is not a concern.
