This has been brewing for a while, I got an earful the last time I was over there.
 
It would be interesting to read the language in the original easements. The article says the city granted the development but the runway shift is a county plan. Two different entities can come up with two different conclusions, but it smacks of either really poor planning or nefarious intent.

As for the question of the grant assurances, the last FAA reauthorization bill took care of that from a legal standpoint, although FAA is still in the process of figuring out how it's going to convert the bill's requirements into a policy it can implement.
