Everyone knew this was the obvious solution when it was proposed prior to the de-skin. Except NASA answered it with complete silence.

I suspect that there were some legal requirements that had to be met. The GSA press release mentions that a competitive selection process was followed in selecting Google's affiliate as the preferred lessee.

Or maybe Google had compromising information about whomever made the decision, and threatened to blackmail them.
