It's an aerial refueling NOTAM. The 509th flies KC-135s

Turningfinal is correct but the 509th wing at Whiteman AFB has the B2s and a lot of their call signs are DEATH and REAPR. The radials are off of Garden City and Whiteman (SZL) and MOBIL is the tanker that is doing the transfer, (sorry I forgot what base MOBIL tankers come from) The last portion of numbers are the valid dates and time, 2016, April (04), 18th 2345zulu-19th-0200zulu
