There has been a lot of information, misinformation, opinions and theories about Mexico APIS. There are a lot of different interests involved which has made it difficult to get straight information that pilots can act upon.

As many will recall from the dates on our posts on our on-line forum as well as the AOPA forum, this is a topic we had picked up on back in 2012 and reached out to the Mexican government. Unfortunately, the process proceeded with no opportunity for involvement by Mexican or USA aviation groups until the bomb was dropped in November of 2013. We have had meetings in Mexico City recently with high level government officials to address this subject. We have follow up meetings scheduled.

Is this handled the typical Mexican way of ignore the regs from Mexico City and pay $20-$100 to the official who operates the point of entry you actually use?
 
At this point there is no need for anything as the airports are not enforcing this (they have no way of doing so at this moment).

We are trying to influence the way this is being implemented so that it does not come to what you mention. We hope to know more after our meetings next week.

I dealt with them officially opening to foreign boats to operate charter in Mexico through permit from Mexico City, what a mess that was. Good luck.
 
My sense is that the. Mexican government was sold a bill of goods by the operators of the APIS system.
