Medicals and student pilot certificates

If the student pilot certificate is going to be separated from the medical certificate, then it brings up the question - what exactly is the purpose of the student pilot certificate anyway? It does not seem to fill much of a function.
Mostly, I think, it's a vehicle for getting you "in the system" as the holder of a pilot certificate, which is a factor for various regulatory functions including enforcement actions.

The purpose of the Student Pilot Certificate is for them to have to carry on solo. The system wants them to have something, and having the CFI issue has the same forward problem as the Post Office.

The purpose of showing solo authorization could be handled with just logbook endorsements, but that's not the same as having the pilot being a certificate holder. The holder of a pilot certificate is subject to a lot of regulations to which non-holders are not subject -- think 61.15, for starters.

Exactly, when they are not solo, their instructor holds the certificate the flight is operating under. Solo the student has to have one.

To issue a Student Pilot Certificate the Inspector must see identification and insure the applicant can read, write and speak English. I'd say that would be hard to do if the applicant is not present.

Are the posting an expiration date on the student certificate? Or relying on the change in part 61 that would specify the 24 months?

Would the Medical/student certificate good for 5 yrs instantly be invalid if past 24 months since issue when part 61 changes. Or would they be grandfathered?

Depends how the regulation is worded.

It's interesting because the FAA is proposing that CFIs have the ability to issue UAS operator ratings. I think allowing CFIs to issue student pilot certs is the way to go. Additionally, the ability to capture biometric data in a very portable way will emerge here shortly (if not already).

The case of having the Post Office issue the SP certificate is that they expect the PO to shortly go away - if mail is not totally farmed out to private companies at the very least a majority of post offices will be closed where a UPS office (and their competition) will take dropped off packages and letters for "mailing".

Remember, you heard it here first :)

I saw one article that mentioned the SI medical was also going away with the 3rd class. Has anyone heard anything more to confirm that?

Link?

Seems doubtful, after all (1) 3rd class isn't going away, not even if PBOR2 passes, since there will still be plenty of folks with turbos that operate above 14,000 in the mountains, or in Class A airspace; and (2) even if the bill passes, SIs will still be needed for 1st and 2nd classes, and those pilots that still need the 3rd class.
