Medical question on drugs

Someone I know brought up a question I didn't know the answer to, so I figured I'd turn to y'all:

I know certain medications are lifelong disqualifiers from receiving a Class 3 medical - Ritalin for once, and Dexadrin as another. When I was in high school, these drugs were heavily abused by many people who were never prescribed.

Technically, is it the taking of the drugs, or the underlying medical condition that leads to prescription (namely, ADD and ADHD) that is disqualifying? Can one receive their third class medical having abused disqualifying medication?
 
The questions are, "have you ever in your life been diagnosed" (18), and doctor visits in the preceeding 3 years. So if you got a hold of and were never prescribed, I think you get it.

However if there is the underlying condition, well the one you bring up remains DQ-ing. But although I have had a student who I'm SURE had it, he got his medical elsewhere.....this student didn't finish with me.

SQUIRREL! Never could tell what he was going to do...
