Medical is no longer current, but the exam was done a couple of months ago. The exam physician says all is well after blood work and it's just a matter of waiting out OKC.

This person is taking IR flight training while waiting. Can he log PIC?

He can go back to that AME, reapply and be issued, if what you say is true.

If the CFII has a current medical, and is current (landings, etc) the IR trainee can log PIC-sole manipulator.
