Max allowed student pilot BAC?

I think you're making this far too complicated. The intent seems straightforward to me.
I'm saying that, to me, the wording is vague, but I don't care enough to get an official interpretation. I prefer vague.
 
This could be a party game.
I propose a modification to motivate students to improve their skills:
- Hard landing - take a sip
- Bounce - take a good swig
- 3-in-1 "currency builder" - chug the whole can

Let's see how quickly the landings improve. And when they do, STOP drinking. That's the plateau. No way else from there but down. Measure your BAC, record it and carry it in your logbook. If you want to score a great landing, bring up your BAC to the desired level and you're good.

Btw, I mentioned cans for a reason. The FAA had that pesky rule "8 hours from bottle to throttle". But they did not forbid cans.
And if you can hold a can in your right hand while operating the throttle with your pinky, you're bound to grow up a pro.
