Designed Maneuvering Speed is faster than Corner Speed? So I can overstress with a full pull at Va?

“Va should not be interpreted as a speed that would permit the pilot unrestricted flight-control movement without exceeding airplane structural limits, nor should it be interpreted as a gust penetration speed. Only if Va = Vs √n will the airplane stall in a nose-up pitching maneuver at, or near, limit load factor. For airplanes where Va>Vs√n, the pilot would have to check the maneuver; otherwise the airplane would exceed the limit load factor.” - AC 23.19a

“The design maneuvering speed is a value chosen by the applicant. It may not be less than Vs√ n and need not be greater than Vc, but it could be greater if the applicant chose the higher value. The loads resulting from full control surface deflections at Va are used to design the empennage and ailerons in part 23, §§ 23.423, 23.441, and 23.455.” - AC 23-19a

1. What, exactly, is your point?

2. Corner Speed is not appropriate terminology for discussions regarding civil aviation operations; and it's not used by the FAA in Part 23 (which you reference). I humbly suggest that your use of it here shows a lack of understanding of, and/or consideration for, your PoA audience. Save corner speed for your briefings at NAS Fallon.

3. I won't click on your links, even if I thought that Boston Approach expected me to.

To me it sounds like the author is emphasizing the distinction between Va as pertaining to structural load from maximum elevator deflection and Vo as pertaining to all control deflections. It would be great if someone else who read this article confirm if that is the case. I found the article rather difficult to follow (but I was admittedly not being very patient this morning).
