A C152 at my club is down for maintenance. The reason is listed as: "Flaps stuck at 10 degrees, Hobbs meter inop."
I'm wondering where the problem is?

Ha sounds like the master switch is off.
Turning the master off won't kill the Hobbs in most aircraft.
Seems to me, if the master was purposely switched off to "disable" the Hobbs meter, a write-up to the effect that the Hobbs was inop would draw unwanted attention to the practice.
