This is the second vehicle I've seen with a converted helicopter jet turbine engine. There was the jet powered Cozy at Oshkosh 2004.

How does one go about getting the expertise to know you can cut off the driveshaft, stick on a nozzle and zoom around? How does one go about getting one of these engines? The first jet powered Cherokee?

He has the jet intake behind his head and he doesn't wear a headset.

Note how there is always the fun police, in this case the DMV, who, when they can't otherwise think of a way that it's illegal ask the DHS to look into it it as a threat to national security.

Also note the plans for a jet powered scooter for his wife.

Never mentioned what his top speed would be.

top speed? guess I would wonder more "how are the brakes?"

Heh! Right!

He could close all the windows but I think they wouldn't stay closed for long.

I don't think Californians think of such things. Outdoor In & Out Burger joints wouldn't do so well here with the current temps and the teens and 16" of snow we're having.

...but yeah, what a breeze. Sucked the flower right out of the holder. It gives a new meaning to "fasten your seat belt, please."!
